The Thesis

Most raw land in the United States is functionally unbuildable on day one. Soil won't perc. Wells aren't sited. Access isn't engineered. Permits aren't planned. The buyer doesn't know what they don't know.

The work of turning that land into a build-ready, financeable parcel is fragmented across a dozen specialists: Sewage Enforcement Officers, soil scientists, well drillers, excavators, civil engineers, surveyors, environmental consultants, township planners. Each one operates as a small, undercapitalized, schedule-constrained business. None of them coordinate. The buyer eats the integration cost.

We think there is a generational opportunity to consolidate this stack into a single operating platform that delivers buildability decisions in days instead of months, owns the bottleneck capabilities through acquisition and in-house build, and finances the projects it underwrites.

We are a serious, patient buyer of small Pennsylvania-based operating companies in the land development services stack.   • Geography: Pennsylvania, primarily eastern half of the state. We will travel for the right business.
  • Size: $300K–$5M in annual revenue. Owner-operated or small team.

For Investors

Tengri Group is an operator-led acquisition platform. The model is entrepreneurship through acquisition (ETA), not private equity, not a real estate syndication, not a search fund LP vehicle. The founder is the searcher, the buyer, and the operator. Capital partners participate at the deal or platform level on a non-operational basis.

Why the category fits the ETA playbook

Two ways to participate
  • Deal-level co-investment. Specific acquisitions where the target has been identified, financials reviewed, and SBA pre-qualification underway. Investor checks $50K–$300K per deal. Hold horizon 5–10 years.
  • Platform-level commitment. Exposure across multiple acquisitions over time. Capital deployed deal-by-deal as they close, with co-invest rights on follow-on opportunities.

The acquisition approach here comes directly from the ETA framework Aidar is studying at Cornell's Johnson Graduate School of Management. He's the one running the businesses, not a financial sponsor with a portfolio CEO in between.

Aidar
Founder & CEO

Aidar founded Tengri Group to build what he could not find: a serious, capitalized operating platform for the land development services stack in Pennsylvania.

Three and a half years as an Army paratrooper, running unit supply and logistics. It turns out that's decent preparation for running anything under pressure. He holds a bachelor's degree from Wesleyan University's College of Social Studies and is completing his MBA at Cornell's Johnson Graduate School of Management (Executive program, Class of 2027), focused on strategy, operations, and entrepreneurship through acquisition.

Before Tengri, he worked in program and project management at Chemonics International and ACT1 Federal on U.S. government and international development programs.

He lives in the Philadelphia area and is most often found in Bucks, Chester, or the Lehigh Valley.
